Preluarea bunelor experiențe privind practicile de restituire a TVA

În perioada 8-12 mai 2023, o delegație formată din secretarul de stat al Ministerului Finanțelor Olga Golban, directorul Serviciului Fiscal de Stat (SFS) Petru Rotaru și alți funcționari ai SFS, au efectuat o vizită de studiu la Agenția Vamală și a Monopolurilor din Republica Italiană pe subiectul „TVA: Mecanisme de restituire și riscuri de neconformare”.
 
 
Scopul vizitei a fost preluarea bunelor experiențe privind replicarea practicilor de restituire/de plafon a TVA din statele membre ale UE (pentru exportatorii obișnuiți) și măsurile de prevenire a fraudei TVA în Republica Moldova.
 
 
Respectiv, obiectivul principal al vizitei a fost dobândirea experienței cu privire la cele mai bune practici UE privind implementarea mecanismelor de restituire a TVA, inclusiv a sistemului de „plafon” a TVA pentru exportatorii obișnuiți, precum și identificarea riscurilor de neconformare cu TVA și implementarea măsurilor de executare.
 
 
Agenda vizitei a inclus întrevederi cu oficialii Agenției Vamale și a Monopolurilor din Republica Italiană – experți în domeniile restituire a TVA, antifraudă, IT, juridic și control vamal.
 
 
Această vizita are loc în condițiile angajamentului Republicii Moldova de aderare la Uniunea Europeană și transpunere a Directivelor Uniunii Europene, în special în parte ce ține de mecanismele de restituire a TVA și prevenirea fraudei TVA.
 
 
Vizita de studiu a fost organizată cu suportul proiectului UE TAIEX – Instrument de asistență tehnică și schimb de informații, gestionat și finanțat de Direcția Generală Politica Europeană de Vecinătate și Negocieri privind Extinderea (DG NEAR) a Comisiei Europene.
