Ajutorul de stat, raportat de Consiliul Concurenței

Consiliului Concurenței a prezentat Comisiei parlamentare economie, buget și finanțe Raportul privind ajutoarele de stat acordate în Republica Moldova pentru anul 2017. În opinia membrilor Comisiei, cifre oferite au contribuit la formarea unei imagini clare asupra problemelor existente în acest domeniu de supraveghere a concurenței și în ce măsură funcțiile Consiliului sunt exercitate conform competenței. Comisia a constatat, totuși, lipsa unor indicatori clari cu privire la impactul pe care îl au ajutoarele de stat în soluționarea problemelor economiei autohtone. Conform Raportului, ponderea ajutoarelor de stat autorizate de către Consiliu a constituit 29,07% din valoarea totală a ajutoarelor raportate în anii 2017-2018. Numărul persoanelor fizice și juridice care desfășoară activitate economică ce au solicitat și au primit ajutoare de stat a sporit și la momentul actual constituie 2301 unități. Valoarea ajutorului de stat pentru anul 2017, raportat de către furnizorii ajutoarelor de stat, au depășit cifra de 827 mil. lei, sau circa 0,55% racordat la PIB, inclusiv valoarea măsurilor de sprijin acordată sub formă de facilități fiscale. Comisia parlamentară consideră că Registrul ajutoarelor de stat asupra căruia lucrează Consiliul nu este completat cu toți indicatorii care se raportează, lipsesc indicatori de evaluare a performanței ajutoarelor oferite anumitor sectoare ale economiei sau autorităților publice. Totodată, Consiliul urmează să identifice obstacolele care stau în fața agenților economici și să le elimine, utilizând instrumentele de care dispune pentru monitorizarea ajutoarelor de stat. Comisia recomandă Consiliului intensificarea conlucrării cu Ministerul Finanțelor în scopul eficientizării mecanismelor de raportare și notificare a ajutorului de stat acordat sub formă de facilități fiscal, cifra cărora este mult mai mare decât sumele prezentate în cadrul Raportului. Membrii Comisiei au solicitat formularea de către Consiliul Concurenței a unor propuneri concrete pentru îmbunătățirea cadrului de reglementare existent și depunerea eforturilor suplimentare pentru sporirea autorității Consiliului.
