Cerinţe faţă de management, audit, control şi de recuperare a fondurilor în cadrul PCTT

Regulamentul cu privire la implementarea programelor de cooperare transfrontalieră şi transnaţională (PCTT) finanţate de Uniunea Europeană, aprobat de Guvern, a fost publicat în Monitorul Oficial din 21 iunie curent şi stabilește norme privind cadrul instituţional şi normativ pentru implementarea eficientă a PCTT, eligibile pentru Republica Moldova. Acestea vor asigura valorificarea eficientă a fondurilor disponibile pentru Republica Moldova în cadrul PCTT, respectarea cerinţelor și responsabilităţilor comune, cu stabilirea competențelor instituționale de administrare, audit, control al PCTT. De asemenea, normele constituie o premisă în prevenirea, identificarea şi combaterea iregularităţilor, fraudelor și corupției legate de fondurile alocate în cadrul PCTT, precum și recuperarea fondurilor alocate în cadrul PCTT, utilizate contrar destinaţiei, obţinute fraudulos sau delapidate în cazul admiterii iregularităţilor, fraudelor și/sau corupției. Regulamentul introduce acţiuni şi mecanisme noi care ar ajuta ulterior instituţiile abilitate să realizeze angajamentele asumate în documentele bilaterale de cooperare cu UE, precum este Acordul de Asociere RM - UE. Pentru a putea beneficia de fondurile alocate în cadrul programelor de cooperare transfrontalieră, statele partenere, inclusiv Republica Moldova, urmează să respecte o serie de cerinţe privind modul de management, audit, control şi de recuperare a fondurilor utilizate contrar destinaţiei în cadrul acestor programe. Instituții din Republica Moldova, responsabile de respectarea acestor cerințe, potrivit Regulamentului, au fost desemnate: -
  • Autoritatea Naţională de Management - funcţiile acestei instituţii în cadrul PCTT vor fi exercitate de Cancelaria de Stat;
    • -
  • Autoritatea Naţională de Audit - funcţiile acestei instituţii în cadrul PCTT vor fi exercitate de Curtea de Conturi;
    • -
  • Punctul Naţional de Contact pentru Control - funcţiile acestei instituţii în cadrul PCTT vor fi exercitate de Ministerul Finanţelor; -
  • Autoritate Naţională Anticorupţie şi Antifraudă - această funcţie îi revine Centrului Naţional Anticorupţie
    • . Oficiul pentru Coordonarea Programelor de Cooperare Transfrontalieră va activa sub egida Cancelariei de Stat şi va oferi suportul necesar autorităţilor naţionale desemnate pentru realizarea programelor, beneficiarilor și partenerilor acestora pe parcursul apelului de propuneri a proiectelor, precum şi implementării lor. Finanţarea activităţii Oficiului va fi asigurată din contul asistenţei tehnice UE.
