Госбюджет 2019: перераспределение средств

Правительство Молдовы одобрило поправки в проект Закона о госбюджете на 2019 г., предусматривающие перераспределение его расходов на сумму в 197,9 млн. леев. Речь идет о частичной поддержке предложений депутатов парламента, поступивших в рамках подготовки к слушанию во втором чтении проекта закона о госбюджете на следующий год, а также перераспределении некоторых средств по просьбе ряда министерств и ведомств. Как отмечают в Минфине, в целом от депутатов и парламентских комиссий поступило 54 предложения, практически все они касались выделения дополнительных средств без указания источника покрытия расходов. В то же время, после дополнительного пересмотра бюджетных ассигнований, включенных в проект бюджета на 2019 г., была найдена возможность перераспределения некоторых ресурсов для реализации части предложений депутатов парламента. Таким образом, из 54 поправок и одного заключения комиссии по национальной безопасности, обороне и общественному порядку, требующих дополнительных расходов на сумму свыше 685 млн леев, правительство поддержало в целом 28 поправок на сумму в 166,24 млн леев. Поправки предусматривают выделение дополнительных средств из госбюджета для трансфертов местным бюджетам для покрытия финансирования острейших нужд ряда населенных пунктов с целью развития инфраструктуры. Кроме того, дополнительные средства запросили и некоторые министерства и ведомства. В итоге, с учетом поддержки некоторых поправок депутатов и органов центральной власти, в рамках второго чтения проекта Закона о госбюджете на 2019 г. было одобрено перераспределение 197,9 млн леев с сохранением утвержденной ранее парламентом доходной и расходной частей госбюджета-2019 г., а также его дефицита. В результате пересмотра проекта бюджета на 2019 г., дополнительные средства получат аппарат президента, Госканцелярия, Минэкономики и инфраструктуры, Минфин, ЦИК. Напоминаем, что согласно одобренному в первом чтении законопроекту, доходная часть госбюджета в 2019 г. составит 42,125 млрд леев, расходная часть – 47,66 млрд леев. Соответ-ственно, дефицит госбюджета составит порядка 5,54 млрд леев.
