În curând își va începe activitatea Agenția Națională pentru Soluționarea Contestațiilor

Guvernul a aprobat avizul asupra proiectului Hotărârii Parlamentului privind instituirea, organizarea și funcționarea Agenției Naționale pentru Soluționarea Contestațiilor. Acesta a fost înaintat cu titlu de inițiativă legislativă de către un grup de deputați. Noua Lege a achizițiilor publice, intrată în vigoare la 1 mai 2016, prevede crearea Agenției Naționale pentru Soluționarea Contestațiilor. Scopul creării ei este de a exclude un conflict instituțional, care a existat pe segmentul de achiziții publice. Agenția va desfășura procedurile de achiziții de produse, servicii și lucrări din banii publici, desemna câștigătorii licitațiilor și concursurilor și tot această instituție se va ocupa de soluționarea litigiilor și contestațiilor, ce apăreau pe parcurs. Agenția Națională pentru Soluționarea Contestațiilor va fi subordonată Parlamentului, fapt care îi va asigura o mai mare independență în luarea deciziilor. Ministrul finanțelor Octavian Armașu a spus că în proiectul legii bugetului de stat pentru 2017 sunt prevăzute mijloace în mărime de 2,64 mil. lei pentru crearea Agenției Naționale pentru Soluționarea Contestațiilor. Ea va avea 18 angajați, dintre care şapte consilieri, inclusiv directorul general și directorul general-adjunct, ce vor examina contestațiile depuse. Comisia parlamentară economie, buget și finanțe urmează să anunțe un concurs pentru selectarea consilierilor. Ei trebuie să posede studii superioare economice sau juridice și să acumuleze pe parcursul evaluării cel puțin 75 puncte din 100 posibile. Precum s-a anunțat mai înainte Agenția Națională pentru Soluționarea Contestațiilor urmează să-și înceapă activitatea în anul 2017.
