Миссия МВФ прибыла в Молдову

Миссия Международного Валютного Фонда во главе с Беном Келмансоном (Ben Kelmanson) посетит Молдову в период 25 октября – 7 ноября 2017 г. Как отмечается в заявлении постоянного представителя МВФ в Молдове Володымыра Тулина (Volodymyr Tulin), в рамках визита миссия фонда проведет дискуссии с властями Молдовы в контексте подготовки к консультациям по положениям IV статьи Устава МВФ, а также проведения второго обзора программы Республики Молдова, финансируемой МВФ посредством механизмов кредитования ECF (Расширенный механизм кредитования) и EFF (Механизм расширенного финансирования). Миссия проанализирует последние экономические события и прогресс, достигнутый властями в выполнении программы, обновит данные и проведет оценку макроэкономических перспектив и политик, внедрение которых предстоит в дальнейшем. Следует отметить, что, в соответствии с IV статьей Статей соглашения МВФ, ежегодно проводятся двухсторонние консультации со всеми странами-членами. Миссия МВФ приезжает в страну для сбора экономических и финансовых данных и для обсуждения с властями экономического прогресса и проводимых политик, по итогам визита готовит доклад, который является основным документом, предоставляемым на рассмотрение Исполнительного совета. Трехгодичная программа МВФ с Молдовой, утвержденная 7 ноября 2016 г., предусматривает финансовую поддержку в общем размере $129,4 млн специальных прав заимствования (СПЗ) (около $182 млн или 75% квоты Молдовы в МВФ), из которых 41,7 млн СПЗ уже были перечислены. Две трети кредита предоставляются посредством Расширенного механизма кредитования (ECF), который предусматривает нулевую процентную ставку до конца 2018 г., 5,5-летний льготный период и сроком погашения 10 лет. Остальная сумма предоставляется посредством Механизма расширенного финансирования (EFF), который предусматривает процентную ставку, равную базовой ставке СПЗ (на данный момент - 1,3%), сроком погашения 10 лет и льготный период сроком четыре с половиной года.
