Noi condiții pentru recunoașterea locuințelor fiind inutilizabile

Ministerul Dezvoltării Regionale și Construcțiilor propune pentru consultări publice Regulamentul privind modul de efectuare a cercetării tehnico-sanitare a locuințelor pentru recunoașterea lor ca fiind inutilizabile pentru locuit. Documentul a fost elaborat în baza Legii cu privire la locuințe din aprilie 2015. Astfel, cercetarea tehnico-sanitară a locuințelor se va face de către comisiile, constituite de autoritățile publice locale de nivelul doi, la solicitarea proprietarilor sau locatarilor. În componența comisiilor vor fi incluși reprezentanți ai autorităților publice locale , ai subdiviziunilor de supraveghere a sănătății publice, Serviciului protecție civilă și situații excepționale, în caz când locuințele devin imposibil de a fi folosite pentru tai în caz de calamități naturale . Comisiile apreciază starea tehnico-sanitară a locuințelor în baza defectelor, prezentate în anexa la proiectul Regulamentului în cauză. Se va lua în considerație, în primul rând, uzura elementelor de construcție portante din casele de piatră de peste 70%, deformarea progresivă a suprafeței terestre a teritoriului aferent clădirii, prezența unor gaze subterane ce pătrund în locuințe. De asemenea, starea fațadelor, a acoperișului,lărgimea camerelor, modul de funcționare a instalațiilor sanitare din locuințe. În total, lista include 16 defecte. Dacă comisiile vor astabili că înafara primelor trei defecte locuințele vor întruni și alte trei defecte din lista stabilită ,acestea vor fi declarate inutilizabile pentru locuit. Comisiile vor fi transmite deciziile adoptate autorităților publice locale, subdiviziunilor Cadastru și proprietarilor sau locatarilor. Ideea pe care o promovează proiectul Regulamentului este de a asigura cetățenii, că locuințe lor dispun de condiții adecvate pentru trai. În prezent aprecierea starea locuințelor se face în baza unei decizii, adoptate de Sovietul Miniștrilor al RSS Moldovenească din 1985, prevederile căreia sunt învechite și depășite de timp. MDRC propune ca aceasta să fie abrogată.
