Программа действий правительства: экономика и предпринимательство

Обеспечение упрощенного входа на рынок и выхода с него, устранение недобросовестных конкуренции, разработка четкой, однозначной и равноудаленной нормативно-правовой базы, мониторинг прозрачности рынка, деловой среды, обеспечение информирования и защита потребителей от злоупотреблений, устранение злоупотреблений доминирующим положением или нарушений принципов добросовестной конкуренции являются лишь некоторыми мерами, включенными в проект плана действий правительства на 2021-2022 г. в сфере экономики и предпринимательства.
 
В документе предусмотрены действия как срочного, так и среднесрочного характера: внедрение инструментов помощи и поддержки для повышения конкурентоспособности уже действующих предприятий и для открытия новых, в том числе ориентированных на производство товаров с высоким потенциалом роста и добавленной стоимостью, ускорение перехода к «зеленой» экономике и др.
 
Для достижения вышеуказанных результатов предлагается создать фонд кредитования в инвестиционных целях под более низкие процентные ставки  для малых и средних предприятий (МСП), разработать программу поддержки инноваций, инициированных МСП, пересмотр системы государственных услуг для обеспечения немедленной выдачи разрешительных документов в случаях, когда необходимые данные полностью извлечены из электронных реестров государственных органов и т.д.
 
Запланирован и пересмотр нормативной базы, связанной с государственно-частным партнерством, целью которого является усиление контроля за государственной собственностью. Дебюрократизация и упрощение трудовых отношений между работодателями – малыми и микро-предприятиями и их сотрудниками, упрощение налоговых отношений с этой категорией налогоплательщиков также включены в проект.
 
Помимо этого, власти намерены увеличить среднюю заработную плату по экономике до 11000 леев, приток иностранных инвестиций должен возрасти до 1,5% ВВП. Также не менее 400 малых и средних предприятий получат финансовую поддержку для развития и расширения своего бизнеса, а минимум для 1000 экономических субъектов, через фонд гарантирования кредитов, будут предоставлены гарантии, необходимые для получения кредитов.
 
Публичные слушания по проекту состоятся 8 сентября текущего года, в соответствии с ранее опубликованным графиком заседаний.
