Ciobanu exprimă dezacordul cu „tichetele de masă”

Inițiativa legislativă cu privire la tichetele alimentare pentru angajați nu conține nimic nou, a declarat economistul Victor Ciobanu. El susține că o prevedere similară se regăsea anterior în Codul fiscal, fiind ulterior suspendată, pentru ca în prezent să fie propusă repetat, dar într-un proiect de lege separat. Nu prea înțeleg de ce trebuia suspendată această prevedere din Codul fiscal, iar acum să fie înaintat un alt proiect. Normal că acestea sânt posibilități pentru firmele mai mari, mai civilizate de a oferi asemenea bonusuri. Cred că rămîne la discreția angajaților și angajatorilor să stabilească dacă este binevenită sau nu acordarea acestor tichete, și nu introdusă legislativ, a explicat Ciobanu. V.Ciobanu se arată convins că majoritatea companiilor din Moldova nu-și vor permite să asigure pentru angajați zilnic tichete de masă în valoare de 45 de lei. Atât timp cât această prevedere nu este obligatorie și poate fi aplicată la discreția angajatorului, inițiativa nu va avea efectul scontat, mai spune Victor Ciobanu. Majoritatea firmelor de la noi, 90 la sută, fac parte din businessul mic și mijlociu, care nu se simt tocmai bine din punct de vedere financiar și, cu siguranță, nu va aplica această lege. Câteva firme mai mari, desigur, pot să-și permită așa ceva. Și apare o altă întrebare – dacă apar tichetele, unde vor fi ele valorificate, vor fi cantine sociale? Iarăși mergem pe o cale care nu prea inspiră încredere, a adăugat Ciobanu. După cum consideră analistul, optim ar fi ca salariații să decidă de unii singuri sub ce formă vor să beneficieze de acești bani: să ia tichetele alimentare sau să primească un supliment la salariu.
