Principalele probleme ce ţin de agentul termic în Chişinău sunt cauzate de eficienţa energetică scăzută şi incapacitatea de plată a cetăţenilor, consideră expertul Institutului pentru Dezvoltare şi Iniţiative Sociale (IDIS) "Viitorul", fostul director al Agenţiei Naţionale pentru reglementare în Energetică, Victor Parlicov. În cadrul dezbaterilor publice privind problemele în noul sezon de încălzire, el a spus că "din cauza sistemului centralizat învechit, consumul de energie termică creşte de trei ori, iar aceasta duce la facturi mai mari". "Locuitorii capitalei susţin că de vină este tariful înalt de 1068 lei pentru o gigacalorie. Însă în Chişinău este cel mai mic tarif din republică. Salariile şi pensiile mici tensionează mult situaţia între furnizorul de agent termic "Termocom" şi consumatori", a spus expertul. Directorul SA "Termoelectrica", Veaceslav Eni, a remarcat că "datoriile se formează din cauza unor consumatori rău platnici şi atunci gestionarul se pomeneşte într-o situaţie proastă. "Din cele 3 mii de apartamente controlate în acest an (din 26 mii), am identificat 117 cazuri de furt: de facto consumatorul era conectat la încălzirea centralizată, iar de jure, utiliza cazanul autonom", a spus el. Administratoarea unei asociaţii locative, Alla Poltavcenco, a menţionat că "datoriile se formează nu doar de la încălzire, dar şi de la apă, căci contoarele care au fost verificate recent nu lucrează corespunzător. Iar asociaţia este nevoită să achite furnizorului toate inconvenienţele". Expertul în energetică Sergiu Tofilat a explicat cum se acumulează datoriile şi ce soluţii ar fi potrivite în acest sens. "Legislaţia prevede că diferenţa de la contorul comun de apă caldă şi contoarele individuale se împarte între consumator, dar de multe ori această diferenţă este achitată de cei care indică consumul real. S.A "Apă Canal Chişinău" încasează aceste datorii de la întreprinderile de gestionare a fondului locativ, iar "Termoelectrica" nu îşi permite acest lucru din cauza achitării gazului faţă de "Moldovagaz". Sau metodologia este strâmbă şi trebuie să ne adresăm Guvernului, sau e problema gestionării fondului locativ şi în acest sens administraţia locală trebuie să clarifice relaţiile cu "Termolectrica" ca să-şi asume aceste datorii", a spus el. În cadrul dezbaterilor, experţii au ajuns la concluzia că o soluţie pentru rezolvarea problemei ar fi încheierea unui contract tripartit între consumator, gestionarul fondului locativ şi "Termoelectrica" şi modificarea actelor normative cu privire la repartizarea consumului de apă caldă.
