Серджиу Чокля: Банковская система РМ начинает внедрять рекомендации Базель-3

На церемонии завершения проекта, поддержанного и профинансированного Евросоюзом, президент НБМ Серджиу Чокля сказал, что с помощью данного проекта банковская система РМ начинает внедрять рекомендации Базель-III. «Они не создают опасности банковской системе, наоборот, ведут к стабилизации, прозрачности и предсказуемости, что так важно для партнеров и клиентов молдавских банков», - отметил он. По словам Чокля, банковская система РМ достаточно хорошо капитализирована, все банки обладают высокими показателями текущей ликвидности, что поможет процессу внедрения новых стандартов. Президент НБМ высказал предположение о том, что если бы данный проект удалось внедрить раньше, то в Молдове не было бы того страшного банковского кризиса, который случился в 2014 г. Чокля указал на то, что проект TWINING - «это не диктат Евросоюза», а проект, внедряемый Национальным банком Молдовы при технической и финансовой поддержке Евросоюза, а также центральных банков Румынии и Голландии. «Такой проект не состоялся бы без помощи ЕС и банков Румынии и Голландии, которые помогли консолидировать возможности и способности НБМ в том, что касается профессионального надзора за банковским сектором Молдовы в соответствии со стандартами Евросоюза», - отметил он, указав на помощь НБ Румынии, от сотрудников которого исходила не только техническая, но также психологическая и моральная поддержка в успешной реализации проекта. По словам Серджиу Чокля, проект TWINING, в рамках которого подготовлен, в частности, новый проект закона о банках, разработаны нормативы, соответствующие рекомендациям Базель-III. Он не является геополитическим проектом, поскольку это классический международный проект. Президент НБМ отметил, что и проект TWINING, и новые регламенты, соответствующие Базель-III, не решат все проблемы банковской системы Молдовы, но выполнят актуальную задачу очистки банковского сектора, чего от властей страны требуют партнеры по развитию, в частности, Международный Валютный Фонд и Всемирный банк. «Мы в Молдове внедряем Базель-III, переходя от Базель-I, тогда как в других странах был внедрен Базель-II», - заметил Чокля, который поблагодарил коллектив НБМ, приложивший немалые усилия и старания для эффективной реализации проекта TWINING. Выступившие на церемонии председатель парламента Андриан Канду, Глава делегации Евросоюза в РМ Пиркка Тапиола говорили о значении проекта TWINING для банковской системы, ее прозрачности и стабильности, качественного контроля со стороны регулятора. Справка: В рамках проекта подготовлен новый проект закона о банках, а также около 20 новых Регламентов НБМ, которые учитывают рекомендации Базель-III. Ожидается, что в ближайшие недели Правительство утвердит проект закона о банках.
