Молдавские власти даже не приступили к расследованию дела о краже миллиарда из банков, - считает экс-министр финансов Вячеслав Негруца. Он сообщил на презентации отчета об изменениях в банковской системе с 2016 г., что «реальное расследование начнется лишь тогда, когда власти изучат каждую страницу первого отчета Kroll и каждый вывод детективов превратится в реальное действие». По словам Негруцы, «отчет Kroll является своеобразной дорожной картой для властей РМ». «Но они, похоже, только затягивают процесс. Мы видим поверхностные действия - арестованы некоторые причастные судьи, будет создано Агентство по возврату имущества, нажитого незаконным путем (ARBI) при Национальном центре по борьбе с коррупцией. Но деятельность последнего вызывает вопросы. Агентство будет ежегодно выделять 3% от конфискованного имущества в бюджет – не станет ли это очередным способом отмывания денег?»,- задается вопросом экс-министр. Он видит препятствия для развития прозрачной банковской системы и реального возврата украденных денег в «большом пакете сомнительных акций в банках, которые находятся под спецуправлением НБМ». Речь идет о Moldova Agroindbank с 43,1%, Victoriabank – 41% и Moldindconbank – 63,8%. «Согласно обязательствам РМ перед МВФ, прозрачность банков должна быть повышена благодаря вмешательству НБМ. Но на деле, НБМ блокирует доступ к данным об акционерах. Напомню, что данные банки владеют 65% от всех активов банковской системы. Но действия властей и НБМ только ухудшают ситуацию и создают новые препятствия для сотрудничества с международными партнерами, в том числе и МВФ», - считает он. Справка: Вячеслав Негруца – эксперт в области финансов и экономики. Занимал должность главы департамента денежно-кредитной политики НБМ. В 2006-2008 гг. являлся консультантом Всемирного банка в Молдове. В 2009 г. был назначен министром финансов, но в 2013 г. покинул пост по собственному желанию.
