Заявление главы Миссии МВФ по итогам визита в Молдову

Миссия Международного Валютного Фонда (МВФ) во главе с г-жой Иванной Владковой-Холлар (Ivanna Vladkova-Hollar) находилась с визитом в Кишиневе 23-29 февраля текущего года. По завершении визита г-жа Иванна Владкова-Холлар сделала следующее заявление: Обсуждения с властями были открытыми и конструктивными. Основными темами дискуссий были оценка последних изменений в экономике и обсуждение политики властей по сохранению макроэкономической стабильности и мер по улучшению методов управления финансовым сектором. Перспективы остаются непростыми и требуют компетентного управления экономикой. Закрытие в конце 2015 года Banca de Economii, Unibank и Banca Socială положило конец вливанию ликвидности в систему через эти банки и, наряду со стабилизацией ситуации на валютном рынке и снижением инфляционных ожиданий, дало возможность Национальному банку Молдовы незначительно снизить ключевые процентные ставки. Тем не менее, способность бюджетно-налоговой политики поддерживать внутреннюю экономическую деятельность ограниченна, особенно до тех пор, пока новые власти не разработают налоговую политику и политику в области расходов, которая усилит возможность бюджета решать актуальные вопросы развития. Помимо этого, экономика несет значительные издержки из-за неэффективного управления в банковском секторе. Для восстановления макрофинансовой стабильности и, в конечном итоге, для экономического процветания Молдовы крайне важно устранить давно существующие недостатки банковского надзора. В связи с этим улучшение корпоративного управления и оценки рисков банков возможны только при условии комплексной переоценки их конечных бенефициарных владельцев. Обсуждения продолжатся в ближайшие месяцы: у властей будет время для завершения ключевых диагностических исследований в финансовом секторе и выработки своих детальных предложений в области политики.
