Драги отметил "очевидные" понижательные риски для экономики еврозоны

Понижательные риски для экономики еврозоны очевидны, и Европейский центральный банк переоценит объемы поддержки экономики в декабре, заявил президент ЕЦБ Марио Драги, выступая в четверг в Европарламенте. Он также отметил, что инфляционная динамика несколько ослабла. Понижательные риски, связанные с глобальной экономической активностью и торговлей, очевидны. Более того, инфляционная динамика несколько ослабла, главным образом из-за низких цен на нефть и отсроченного эффекта укрепления евро. Помимо этого, ценовое давление остается очень слабым, и сигналы устойчивого разворота базовой инфляции ослабляются, - заявил он. Драги отметил, что экономический подъем в еврозоне будет способствовать постепенному усилению инфляционного процесса, однако слабость экономики в последние годы продолжает оказывать давление на темпы роста зарплат, и этот фактор будет сдерживать ценовое давление в дальнейшем. Мы будем внимательно отслеживать риски для ценовой стабильности и оценивать устойчивость факторов, замедляющих возврат инфляции к целевому уровню "чуть ниже 2%". На декабрьском заседании мы переоценим степень стимулирования, достигаемого за счет монетарной политики, - сказал глава ЕЦБ. Если бы мы пришли к выводу, что наш среднесрочный целевой показатель ценовой стабильности находится под угрозой, мы применили бы все доступные Центробанку инструменты для того, чтобы обеспечить сохранение адекватного объема монетарного стимулирования, - сказал он. ЕЦБ считает действующую программу выкупа активов мощным и гибким инструментов. Мы всегда повторяли, что выкуп активов в рамках этой программы может продолжиться и после сентября 2016 года, если мы не увидим устойчивой корректировки направления инфляции в соответствии с нашими целями. При необходимости могут быть активированы и другие инструменты для усиления эффекта программы выкупа активов, - заявил Драги. Нынешние условия программы QE, действующей до сентября 2016 года, предполагают выкуп Центробанком активов на сумму порядка 60 млрд евро в месяц, то есть общий объем программы составит порядка 1,1 трлн евро. Курс евро к доллару США упал на заявлениях Драги на 0,5% - до $1,0695, однако к 12:15 мск он поднялся до $1,0720.
