ЕС обсуждет приостановку Шенгенского соглашения

В Брюсселе проходит Совет министров иностранных дел ЕС, в центре обсуждения — будущее Шенгенского соглашения Последняя попытка сохранить Шенгенский договор проходит в виде предложения, которое сегодня сформулируют Италия и Германия. Предложение следующее: государство ЕС, которое желает временно восстановить пограничный контроль, должно согласовать инициативу с другими странами ЕС. Таким образом, будет создана система координации, чтобы избежать импровизированных действий и проблем для других партнеров. Совет министров внутренних дел, который проходит в Амстердаме, будет искать компромисс с теми, кто настаивает на закрытии внешних границ. Альтернативой, если не удастся найти решение, является двухлетнее прерывание соглашения о свободном передвижении. Рим пытается всячески противостоять этому, опираясь на поддержку Берлина, так как два дня назад немецкий министр финансов Вольфганг Шойбле заявил, что уничтожить Шенгенское соглашение означает подвергнуть Европу опасности с политической точки зрения и экономической. Опасность для Италии слишком ясна: если закроют Шенген, новая волна мигрантов из Ливии, а также из Албании и Черногории, останется внутри страны. А ведь только за последние три дня на итальянских берегах высадились более тысячи мигрантов. Дания, Австрия и Швеция уже закрыли свои границы и при поддержке Польши и Венгрии настаивают на приостановке Шенгенского соглашения, по крайней мере, на два года. В мае контроль на их границах должен быть прекращен, это породило слухи, что эти страны хотят создать некий мини-Шенген при участии Германии и Бельгии, хотя аналитики считают, что такие слухи распространяются исключительно с целью давления на Италию и Грецию, чтобы они быстрее открыли идентификационные центры, так называемые hotspot. Еще одним вопросом на повестке дня Совета министров внутренних дел ЕС является также Дублинское соглашение, министр внутренних дел Италии Анджелино Альфано вновь поставит вопрос об изменении правил соглашения, согласно которому мигранты, ищущие убежища, должны зарегистрироваться в стране первого въезда. Целью пересмотра соглашения является справедливое распределение количества мигрантов в рамках ЕС и упорядочение регистрационных процедур. «Мы делаем нашу работу, — передает слова заместителя министра внутренних дел Италии Филиппо Буббико Il Corriere della Sera. — Надеемся, что национальный эгоизм не победит. Если Шенгенское соглашение будет приостановлено, мы будем вынуждены обратиться к ООН, потому что у нас есть ответственность за защиту Средиземноморья. Важно договориться по всем пунктам, принимая во внимание тот факт, что мы выполнили все требования по приемным центрам».
