FASB облегчил страховым организациям переход на новые стандарты

Американский Совет по стандартам финансовой отчетности (FASB) выпустил обновление к стандартам в помощь страховым организациям, пострадавшим от пандемии коронавируса: им предоставят еще один дополнительный год на внедрение одобренных в августе 2018 года изменений в группе американских стандартов по учету страхования (Topic 944). Напомним, FASB уточнил порядок учета и раскрытия информации по долгосрочным договорам страхования, сделав требования более последовательными и полными, но и более простыми тоже.
 
В то же время какие-то страховые организации могут и не нуждаться в этом дополнительном годе, и о них американские разработчики также подумали: в этом случае можно придерживаться уже намеченных сроков перехода и перейти на новую учетную политику в соответствии с измененными требованиями по долгосрочными договорам страхования досрочно, но сделать это более эффективно с точки зрения трудозатрат.
 
Рассказывая о еще одном обновлении к той же самой группе стандартов, вице-председатель FASB Джеймс Крокер (James Kroeker) говорит, что они преследуют две основные цели:
1) обеспечить более эффективный переход на новые требования для тех страховых организаций, на которых отрицательно сказалась пандемия COVID-19, предоставив в их распоряжении один дополнительный год
2) снизить затраты на переход и общую сложность этого процесса для тех, кто решит, несмотря ни на что, придерживаться прежних сроков.
 
При этом, для того чтобы придать дополнительный стимул тем организациям, которые выберут второй вариант, FASB разрешает провести переподготовку лишь одного предыдущего отчетного периода вместо двух, но в том случае, если будет выбран именно вариант досрочного перехода. Те же, кто решит воспользоваться одним дополнительным годом, сдадут в SEC первую отчетность по новым правилам за отчетные периоды, начинающиеся 15 декабря 2022 г. или позднее, а также за промежуточные периоды после этого даты. В случае если сдавать отчетность в Комиссию по ценным бумагам и биржам им необязательно, такие организации должны будут применять новые требования, начиная с 15 декабря 2024 г., а для промежуточной отчетности – начиная с 15 декабря 2025 г.
