ФРС ужесточит стресс-тесты для банков США из-за ситуации с нефтью

Федеральная резервная система может в 2016 году ужесточить условия стресс-тестирования американских банков и работающих в США дочек иностранных финкомпаний из-за рисков, связанных с обвалом цены на нефть и ухудшающих перспективы не только энергетических, но и финансовых компаний, пишет Financial Times. ОПЕК в среду ухудшила долгосрочные прогнозы спроса на нефть, объявив, что не ожидает возврата цен к $100 за баррель по крайней мере до 2040 года. На этой неделе цена нефти в США падала ниже $36 за баррель, а в четверг остается на 55% ниже уровня, достигнутого в октябре 2014 года, когда были опубликованы сценарии предыдущего раунда стресс-тестов ФРС. В качестве одной из макроэкономических составляющих пессимистичный сценарий предусматривал разовое падение цен на нефть на 68% на каком-то этапе в период до конца 2017 года. Однако Федрезерв в прошлый раз не проверял, что произойдет с кредитными портфелями банков в случае столь резкого удешевления энергоносителей. В последнее время американские банки, включая крупнейшего ипотечного кредитора страны Wells Fargo, стали чаще говорить об опасности низких нефтяных цен, поскольку такая ситуация может лишить геологоразведочные и добывающие компании нефтегазовой отрасли возможности погашения кредитов. В ноябре регуляторы США предупреждали, что дефолт теперь грозит в пять раз большему числу нефтегазовых компаний, чем год назад. ФРС пока не комментирует сценарии будущих стресс-тестов, которые должны проходить все работающие в США банки с активами не менее $50 млрд. Эксперты же - от Майкла Эликса из PwC до Джейсона Голдберга из Barclays - считают, что в следующий раз Федрезерв включит в сценарий более значительное и затяжное падение цен на нефть. Падение цен на нефть на 70% с текущего уровня означает около $10 за баррель, и ниже ФРС не пойдет, полагает аналитик KBW Брайан Кляйнханцль. По его словам, "банкам следует опасаться, что в результате обвала цен на нефть будет увеличен диапазон падения цен для всех прочих категорий активов по сравнению с предыдущими стресс-тестами". В число таких активов входят другие виды сырья, акции, недвижимость.
