Germania introduce taxa de autostrada pentru soferii straini, iar UE si-a dat acordul

Guvernul de la Berlin a ajuns la un acord cu reprezentantii Comisiei Europene pentru introducerea vignetei pentru autoturisme pe autostrazile germane, afirma surse citate de presa germana. In luna septembrie 2016, Comisia Europeana sesizase Curtea de Justitie a Uniunii Europene (CJUE) in legatura cu planul Germaniei de a introduce taxe pe autostrazi, argumentand ca sistemul este discriminatoriu, avand in vedere ca cetatenii germani, spre deosebire de alti europeni, ar fi beneficiat de compensarea platii vignetei. Comisia Europeana si Germania au ajuns la un compromis, taxa de autostrada urmand sa fie introdusa pentru toate autoturismele. Conform publicatiilor presei germane, pretul vignetei germane va fi de 2,5 euro pe zece zile, in loc de cinci euro, cat prevedea proiectul initial german. Taxele platite de cetatenii germani ar urma sa fie compensate printr-un sistem de impozitare care va avantaja vehiculele ecologice. In momentul de fata, pentru tranzitarea autostrazilor germane nu se achita nici o taxa. In mai 2015, insa, Parlamentul german a aprobat un act normativ care prevede introducerea unei vignete anuale pentru autostrazile si drumurile nationale. Din cauza ca o taxa de drum aplicabila doar soferilor straini ar fi contravenit normelor europene si pentru a se asigura ca soferii straini vor fi efectiv singurii care vor plati noua taxa, autoritatile au stabilit ca toti proprietarii germani de vehicule vor fi compensati printr-o reducere echivalenta a taxei pe autovehicul. Sistemul trebuia sa fie implementat din 2016, dar a fost amanat dupa ce Bruxelles-ul a contestat actul normativ pe motiv ca soferii straini vor trebui sa plateasca taxa fara a primi compensatii. Valoarea vignetei depinde de varsta vehiculului, capacitatea motorului si anumite criterii de mediu si poate ajunge pana la 130 de euro pe an, cu posibilitatea de a achizitiona vignete si pe termen mai scurt. Ministrul german al Transporturilor, Alexander Dobrindt, estima recent ca aceasta masura va genera sume de aproximativ 500 de mil. de euro pe an.
