IAASB внес изменения в аудиторский стандарт по проверке сводной отчетности

Совет по международным стандартам аудита и гарантии качества (IAASB) представил вчера промежуточные изменения к стандарту ISA 810 "Engagements to Report on Summary Financial Statements" ("Проверка обобщенной финансовой отчетности"). Обобщенная (или сводная) финансовая отчетность основана на полном комплекте финансовой отчетности, проверку которой проводит тот же самый аудитор. Разработчик международных стандартов аудита предлагает сегодня ограниченные поправки к стандарту ISA 810 по причине того, что сам же недавно выпустил ряд новых и измененных МСА (см., в частности, "IAASB закончил очередные улучшения международных аудиторских стандартов" от 17 июля), которые затрагивали вопросы проверки аудиторами финансовой отчетности общего назначения. Финансовая отчетность общего назначения, напомним, подразумевает ее универсальный характер, то есть способность служить интересам как регуляторов, так и тех же инвесторов, принимающих на ее основе решения об инвестировании капитала. "В свете общих его усилий, направленных на улучшение аудиторской отчетности, IAASB считает, что общественным интересам также будет отвечать предоставление пользователям сводной финансовой отчетности большей прозрачности в ситуации, когда дополнительная информация - например, существенные аудиторские соображения - находит свое отражение в аудиторском заключении по аудированной финансовой отчетности - объясняет глава Совета профессор Арнольд Шилдер (Arnold Schilder). - Предложенные поправки к ISA 810 представляют собой сбалансированной подход, учитывающий цели аудиторского заключения по сводной финансовой отчетности и обязательного заключения, которое должно быть выпущено". Кроме того, предложенный международным разработчиком подход учитывает манеру, в которой составляется и представляется сводная отчетность, а она может меняться в зависимости от национальных особенностей каждой отдельной юрисдикции и использованных критериев - добавляет технический директор IAASB Кэтлин Хили (Kathleen Healy). Национальные регуляторы имеют возможность подогнать свои стандарты под ISA 810, если они основаны на международных стандартах аудита, но при этом не идентичны им. По этой причине авторам поправок особенно интересно будет узнать мнение участников из юрисдикций, где ISA 810 активно применяется (то есть активно используется на практике сводная финансовая отчетность), каким образом изменения могут принести пользу ее пользователям. На предоставление комментариев отводится 90 дней. Возможно, это немного, но спешка объясняется необходимостью гармонизации эффективной даты введения в действие всех недавно пересмотренных МСА, которые будут применяться в аудите финансовой отчетности за периоды начиная с 15 декабря следующего года.
