МВФ считает нереалистичным финансовое соглашение Греции с ЕС

Международный валютный фонд считает, что долговая ситуация Греции в высшей степени неустойчива, и это ставит под сомнение возможность успешной реализации договоренностей, достигнутых в понедельник Афинами с Евросоюзом. Греция нуждается в период до конца 2018 года в 85 млрд евро помощи, при этом ее долг в течение двух лет может достичь 200% ВВП (против нынешних примерно 175%), говорится в анализе финансового положения страны, размещенном на сайте МВФ. В этой ситуации необходимы меры по облегчению долговой нагрузки страны, которые "идут дальше, чем Европа до сих пор была готова рассматривать", отмечается в документе. В частности, эксперты Фонда считают, что для облегчения долговой ситуации Греции может потребоваться драматическое продление сроков погашения кредитов на период порядка 30 лет, или увеличение помощи бюджету страны, или массированное списание основной суммы долга. Закрытие банков и введение мер контроля за движением капиталов еще более ухудшили ситуацию в экономике Греции и ее способность обслуживать долги, отмечают эксперты. МВФ в последние недели уже неоднократно предупреждал Брюссель, что считает нереалистичным любое соглашение с Грецией, если не будет решена проблема с устойчивостью ее долговой нагрузки. Согласно договоренностям, достигнутым в понедельник, страны еврозоны пообещали рассмотреть возможность продления сроков погашения кредитов и ставок по кредитам, если Афины будут выполнять согласованную программу реформ. В то же время идея нового списания греческих долгов непопулярна в Европе политически и сопряжена с различными законодательными препятствиями. Таким образом, пишет The Wall Street Journal со ссылкой на одного из чиновников МВФ, Фонд будет требовать конкретных и реалистичных решений долговой проблемы Греции, прежде чем он станет участником новой программы финансовой помощи стране. Согласно действующим правилам, МВФ не может участвовать в экстренном кредитовании страны-члена, если ее долговая нагрузка квалифицируется как неустойчивая и при этом нет перспектив возвращения страны на рынок заимствований.
