Новый инструмент для оценки фискальной политики в ответ на COVID-19

Вчера, 23 июля, Международная федерация бухгалтеров (IFAC) при участии Международного совета по стандартам финансовой отчетности для общественного сектора (IPSASB) и Цюрихский университет прикладных наук (Zurich University of Applied Sciences, ZHAW) представили вниманию всем, кого это может касаться, прикладной бухгалтерский инструмент для анализа фискального воздействия программ государственной помощи в связи с коронавирусом. В первую очередь, очевидно, эта разработка может заинтересовать представителей сектора госфинансов.
 
Правительства во всем мире потратили за последние три месяца более $9 трлн на фискальные интервенции, - говорится в пресс-релизе, - вследствие чего влияние пандемии COVID-19 будет иметь как краткосрочные, так и долгосрочные эффекты. Чтобы разобраться, каким по своей структуре были эти программы государственного вмешательства в экономику в ответ на пандемию, как они реализовывались и финансировались и каким оказалось их влияние на бюджет, был разработан данный инструмент. Иметь четкие ответы на все эти важные вопросы необходимо для того, чтобы успешно справляться с текущими сложностями и не сойти с курса долгосрочного устойчивого развития.
 
«Учет в госфинансах - конечно, не самая первоочередная тема, которая приходит в головы простых людей, размышляющих о текущей пандемии. Однако есть свидетельства, что полноценный и эффективно управляемый баланс служит основой сильных государственных программ, в том числе в отношении здравоохранения и экономического благополучия. Никогда не поздно для государств принять наилучшие бухгалтерские практики, включая основанные на методе начислений международные стандарты финансовой отчетности для организаций общественного сектора (IPSAS). Мы надеемся, что это руководство станет хорошим поводом», - говорит исполнительный директор Международной федерации бухгалтеров Алта Принслу (Alta Prinsloo).
